Focus Area: Recovery

The Focus Area: Recovery dashboard contains information and metrics regarding Priority I of the State’s Opioid Response Strategic Action Plan which is to support individuals in recovery and Priority J which is to build and support recovery ready communities. Metrics include the following:

  • Treatment and recovery alternatives to incarceration
  • OPTIONS initiative referrals to recovery resources
  • Locations of recovery community centers throughout Maine
  • Locations and characteristics of recovery residences in Maine

At the end of each metric summary and in the information narratives below there are citations to the Strategy or sub-Strategy from the Opioid Response Strategic Action Plan that is addressed or measured.

Drug treatment courts reduce recidivism and substance misuse and increase the likelihood of rehabilitation and recovery.

In Maine, drug treatment courts are special programs that utilize intensive judicial monitoring; specialized treatment, frequent and random drug testing, case management services, alongside other needed services including housing, employment, and health care. Clients are referred to the program by defense attorneys, district attorneys, judges, jail staff, family members, and themselves. Successful clients participate for a minimum of one year, at the end of which they will complete an agreed upon sentence. Any jail time is typically served prior to beginning the program.

This metric tracks the number of Mainers admitted and not admitted into the Maine Pre-Trial Adult Drug Treatment Court program. It also tracks the number of individuals that graduated from the program. (Strategy 29.a)

This metric is an indicator of individuals connected to services through the Pre-Trial Adult Drug Treatment Court program. This data is provided by Maine PreTrial Services to the Office of Behavioral Health. It is updated quarterly.

The OPTIONS initiative provides active outreach to persons with substance use disorder and affected others which increases referrals to community-based recovery programs and client interactions with recovery resources.

Through the OPTIONS initiative (website: https://www.knowyouroptions.me) behavioral health mobile response teams are deployed in each of Maine’s 16 counties. These licensed behavioral health clinicians, who are embedded in a law enforcement department within the county they serve, educate and engage individuals at high risk for overdose in harm reduction strategies including the distribution and use of naloxone. They also offer referrals to treatment and recovery services. Visit the above website to find your local OPTIONS liaisons and know your options today.

The OPTIONS Liaisons have been especially effective meeting people with substance use disorder where they are at, and when appropriate, identifying community-based recovery programs that are the best fit for their clients. The following metric track the number of recovery referrals OPTIONS Liaisons have made on behalf of their clients. This metric is updated monthly.

Maine is increasing access to recovery resources through supporting and promoting community recovery centers throughout the state.

A key strategy in the State of Maine’s Opioid Response Strategic Action Plan is to support local and regional community engagement efforts. Through the Maine Recovery Hub, the state of Maine supports the growth and sustainability of Recovery Community Centers throughout the state. In 2020 the number of Centers increased from 9 to 13 locations. Two additional Centers are planned to open shortly in York County as well as the town of Lincoln. (Strategy 32)
